Report to the Mott Foundation East-East Program
on the Progress of the „Community Development Network Building in Central and Eastern Europe” Project

Period November 1, 2003 – December 31, 2003
Grant No. 2001-00814.01

After a 6 months preparatory phase the project work could begin on 1, November 2003. The HACD has started organizing the first international event, which was held in the Civil College Training Center, Kunbábony, Hungary, on November 28-29, 2003.
The participating organizations commenced the implementation of the project and now we can announce that the work is being completed as planned. All the organizations have proved to be cooperating partners. The preparatory phase and the first action taken so far have been going on smoothly.

On the occasion of submitting our first narrative and financial report, we would like to say thanks to Mott Foundation East-East Program for supporting this important project.

Agenda:

1. The first chair, Vercseg Ilona, outlined the agenda for the meeting. Further chairs were elected: Vitaly Zablotskyy, Mara Danaila, Marta Henzler. The evaluation will be summarized by Ingrid Bernathova.

2. The members of the network introduced themselves and their organizations, distributed materials. It was agreed that the project was known and being undertaken by the organizations. A planning session was organized, its summary is enclosed. Organizations are requested to complete it with the responsibilities they take as well as with the plan of the organizations of CPKP and Citizens Foundation.

3. The Coordination Committee was set up. Members are: Ljubomir Lazarov, Vercseg
Ilona, Marta Henzler, Mara Danaila, Balla Zoltán, Ingrid Bernathova, Leo Singer, Vitaly Zablotskyy, Jiri Danes, Igor Kokarev, Myroslava Lendel
The Coordination Committee is responsible for the events of the project, social capital project, country-activities, further fundraising, meetings of the CC (the second in Romania, 2004 Autumn; the third in Hungary 2005 Autumn).

4. Project visit was successfully organized.

5. The “Measuring community development through the measurement of social capital” multilateral project was established. Social capital materials and a questionnaire were distributed by the HACD. The participants decided to organize a random sample (“sonda” survey) in one local community each country. IPARD had started the survey work and will try to fulfill this work as soon as possible. Until March C.E.G.A., IP A RD, and the HACD will be able to summarize the results which will be compared and concluded by the conference in March 2004. Other organizations will be able to summarize their activities later during 2004. Initial funding is included to the project budget approved by the Mott Foundation, USD 1500/each organization, additional funds will be raised by the organizations themselves.

6. Bi-or multilateral project ideas were collected. Initiator organizations will coordinate the work. Common project ideas are enclosed.

7. Communication: HACD will set up an e-mail group. Links will be established among the websites of the member organizations.

8. Exchange of information served mutual understanding well.

9.The following materials were distributed by the HACD on floppy disc: Bulgarian event, Donbass event, Hungarian event, Information and program on the 1st seminar, Networking Project Proposal, RACD perspective and objectives within the join Project, Romanian event, Russian event.

11. Next international events: 2004 March – Building Civil Society through Community Development – European Conference in Budapest; Community development in industrial regions being in transition processes, Ukraine, 2004 summer.
Bursaries, travel and accommodation will be provided for 1 person of each organization of the network by the Mott Foundation. Further fundraising is on the way. The Soros Foundation East-East Program will provide grant for the further 5 events of the CD Networking in CEE project. Organizations are requested to raise further funds for the conference and the meetings.
Planning session

The session was 2 and a half hours long. It aimed at discussing, planning and agreeing on ways of coordinating the international activities of the network, as well as at finding a way of efficient communication among the members of the coordination team. Also, it was the moment of sharing responsibilities regarding the activities of overall networking activities.

The participants started by responding to the 2 questions below which aimed at creating the awareness about the importance of the network and of the planning activities that followed. The responses were different but the majority stressed the significance of the opportunity offered by this meeting and the whole network to exchange experience, to learn new approaches and to meet people from the same field of work. Also mentioned were the real pool of fresh ideas about common bi or multilateral projects.

After setting the scene, acknowledging the opportunities and strengths of this meeting, the participants split in country groups and worked on the planning for the international event that they proposed to carry out, as well as on other new events/activities that they can organize related to the CD Network. The framework was designed in order to take advantage on their strengths (what resources they already had) and to devise the support that they might need from the members of the network.

The planning can be find below. It will be further developed with deadlines and more detailed responsibilities.
Based on this plan, there was a process of developing ideas for common projects.

- such meeting – super! Also – study visits, during the big meeting – working in small groups, chance to discuss
